Change your mind and install that receptacle in the space adajcent to the space occupied by the dishwasher. That's the only place it's permitted [422.16(B)(2)(1)].

You can permanently connect it, if it meets all of the conditions in 422.16(B)(3). You also have the option of cord-and-plug-connecting it if it meets all of the conditions in 422.16(B)(3).

It must be between 18 inches and 4 ft long [422.16(B)(4)(2)].
- It has to be identified for the use and installed per 314.27(C) (an outlet box system can be used this way also). Alternatively, you can use a listed outlet box system as described in 422.18(2). Otherwise, support the fan independently of the outlet box.
- Yes, it's there not just for appearance but also for protection. The only exception is when it's covered by a ceiling fan canopy [422.20], in which case (as you noticed) it's still covered. Just not by a receptacle face plate. The canopy is the cover.
